Service is suitable if

  • the apartment building has been put into use and has three or more apartments
  • if there are more than five apartment ownerships in the apartment building, at least 80% of the apartment ownerships should be owned by at least five different natural persons. If there are up to five apartment ownerships in the apartment building, each apartment should have a different individual owner

Important conditions

Main conditions
  • In order to qualify for the grant, the applicant’s apartment building should have been built on a legal basis and entered in the building register. 
  • The grant will be given for activities that comply with the requirements set out in §§ 19–24 of the Building Code.
  • Activities may not be started and no advance payment may be made before an application has been submitted.
  • The power of the installed energy production installation should not exceed 200 kW.
  • The energy production installation should be installed on the roof or façade of the apartment building.
  • If the grant is used to purchase the energy production and storage installation, the seller should provide a manufacturer’s warranty of at least five years on all components and a five-year warranty on installation work.
  • The reconstruction work should be carried out in accordance with the conditions set out in the Regulation and the decision granting the application.
  • The rate of co-financing should cover the part of the eligible costs of the project not reimbursed by the grant.
Rate and maximum amount of grant
  • 30% (including construction design and owner’s supervision) if the energy production installation compensates partially or fully for the overall electricity consumption of the apartment building.
  • 40% (including construction design and owner’s supervision) if the energy production installation compensates partially or fully for the overall electricity consumption and electricity consumption in dwellings of the apartment building, or the energy production installation is integrated into the roof or façade cladding materials or the energy storage installation is installed in addition to the energy production installation.
  • The maximum grant per applicant is EUR 150,000.
  • The rate of co-financing should cover the part of the eligible costs of the project not reimbursed by the grant.
Main requirements for applicants
  • The apartment building has to be put into use.
  • If there are more than five apartment ownerships in the apartment building, at least 80% of them should be owned by at least five different natural persons.
  • If there are up to five apartment ownerships in the apartment building, each of them should have a different individual owner.
Activities supported
  • Buying and installing the energy production installation and the work involved in the installation.
  • Buying and installing the energy load balancing or monitoring installation and the work involved in the installation.
  • Purchase of an electric energy storage device, its installation and the installation related works.
  • Electrical works directly related to the above works.
  • Reconstructing and insulating roof, ceiling roof, and attic ceiling and the work accompanying the reconstruction and insulation process.
  • Drawing up a construction design for the works.
  • Carrying out owner supervision.
Activities not supported
  • Costs related to the connection of the energy production installation to the grid.
  • Costs related to the extension of a building, the construction of an additional storey or the construction of an attic, and preparatory work relating to these operations.
  • Re-execution of activities aimed at the same objective if the previous activities have been carried out or have received a grant from the national budget, other public sector or external funds, unless there are grounds for doing so under Article 13 of the Regulation.
Requirements for reconstruction work
  • The maximum power of the energy production installation may be up to 200 kW.
  • The energy production installation should be installed on the roof or façade of the apartment building.
  • In order to install the energy production installation on the roof, the roof, roof ceiling or attic ceiling should be reconstructed to achieve a thermal transmittance of U ≤ 0.12 (W/m2 K).
  • Alteration of additional roof insulation work already carried out to meet the thermal transmittance requirement is not mandatory and the thermal transmittance level requirement is considered to be certified if the authorisation for use of the apartment building was granted in the year 2000 or later, or if the roof of the apartment building was insulated in the year 2000 or later with a layer at least ten centimetres thick.
  • The energy production installation may only be installed on a façade if:
    • the authorisation for use of the apartment building was granted in the year 2000 or later or the façade is insulated with a layer of insulation at least 10 cm thick in 2000 or later;
    • the energy production installation is integrated into the cladding materials.
  • If the grant is used to purchase the energy production and storage installation, the seller should provide a manufacturer’s warranty of at least five years on all components and a five-year warranty on installation work.
Requirements for price quotes for reconstruction work
  • For the contracting of reconstruction and design work, and owner’s supervision services, quotes should be obtained from at least three independent contractors.
  • For the purpose of ordering reconstruction and design work, and owner’s supervision services, a quote may not be obtained from a related person as defined in § 8 (1) of the Income Tax Act (spouses, life partners or direct or indirect relatives, companies belonging to the same group, etc.).
  • The invitation to tender should contain the criteria for the selection of the successful tender and should be signed by a representative of the beneficiary. This obligation does not apply if the cost of the service, excluding VAT, is less than EUR 20,000.
  • Tenders should be comparable, verifiable, and signed.
  • A successful tender should be based on the best possible value for money. Beneficiaries should use the forms and conditions published on this website under the relevant grant measure when setting the evaluation criteria and making the purchase.
  • The invitation to tender and the submission of tenders, as well as communications related to the acceptance of tenders, should be in a format that can be reproduced in writing and should be stored.
  • If, for reasons beyond its control, the beneficiary is unable to submit three tenders, it should provide the awarding authority with justification and, where possible, with notices of withdrawal.
  • No later than four months from the date of the decision granting the application, the beneficiary is obligated to submit the awarding authority the tenders received for the contracting of reconstruction work and owner’s supervision service together with the invitation to tender and the contract awarded to the successful tenderer. The application for a grant should be accompanied by the tenders received in connection with the contracting of design work together with the invitation to tender and the contract awarded to the successful tenderer.

Application and payments

The accompanying documents of the application are:

  1. The construction design in accordance with the Building Code.
  2. The minutes of the general meeting of the apartment association, including the decision to carry out the renovation work, the decision on the joint purchase of electricity, if applicable, the description of the renovation work and the accompanying services, the decision to take out a renovation loan for the project, if applicable, and the maximum amount of the loan.
  3. The list of the members of the apartment association as of no earlier than 30 calendar days prior to submitting the application to EIS.
  4. Price proposals:
    • They must be comparable, signed and include the required warranty of the works and installation for at least five years.
    • The proposals for design works with the proposal invitations and the signed contract with the successful bidder are required.
    • If design and installation are applied for together, the proposal invitation, proposals and the signed contract with the successful bidder, which includes the start date of the installation works, are required. Prepayment is not allowed.
  5. If the intention is to connect to the grid, a network operator’s connection offer is required.


The beneficiary will submit the awarding authority, within four months of the date of the decision granting the application:

  • the positive decision on a renovation loan;
  • the tenders received for the contracting of reconstruction work and owner’s supervision service together with the invitation to tender and the contract awarded to the successful tenderer.

The grant payment is made through the E-grant environment (you can enter the e-grant environment with an ID card or mobile ID). Instructions for entering grant payment documents can be found HERE and HERE.

The grant will be paid on the basis of the actual costs incurred, according to the share of eligible costs indicated in the decision granting the application and up to the amount indicated in there.

If the cost of the reconstruction work turns out to be less than the amount of the grant indicated in the application, the grant will be paid on the basis of the actual cost of the project, taking into account the share of the grant indicated in the decision granting the application.

The beneficiary will submit together with the payment application:

  • the photos of the renovated apartment building and technical systems;
  • the invoices received;
  • the payment orders or account or credit card statements confirming the payment of invoices;
  • the instruments of delivery and receipt for the work;
  • the construction contracts and/or contract for services.

The beneficiary will submit the awarding authority a final report on the implementation of the project, on the form provided by the awarding authority, within 30 working days of receipt of the final payment of the grant, on the basis of the information provided in the decision granting the application.

The use of EU REACT-EU funds entails a number of obligations, including a requirement to inform the wider public about the use of the funds. It is important to bear in mind that failure to comply with the project notification rules may lead to partial or even full recovery of the grant.

All supported apartment associations are required to display a poster (a colour sample to be filled in and a black and white sample to be filled in) in their stairwell. The poster should be displayed during the eligibility period of the project. The poster should be at least A3 in size, with a logo covering at least 25% of the poster’s surface area and the name of the project covering at least 30% of the poster’s height.
