On September 17th, KredEx opened its regular receipt of applications for support for reconstruction of apartment buildings. Already on September 17th such a large number of applications arrived by mail that KredEx is forced to finish the acceptance as of today, and asks you not to mail any new applications. Applications for support for reconstruction of apartment buildings restituted during the ownership reform and for grants for evaluation of construction works and audits can be continuously submitted.

According to Ms Mirja Adler, the head of the KredEx division of housing products the situation was anticipated, as the demand for support for reconstruction of apartment buildings exceeds the budget meant for this purpose.
Within three days, KredEx received almost 700 envelopes with applications for support, all mailed on September 17th - 18th. Considering that in the beginning of the year the average amount per grant was 53,000 kroons, the overall sum of applications received by KredEx is presently almost 37 million kroons. We should also consider the aspect that several envelopes contain more applications than one. By the end of next week, KredEx will line the applications up according to the time of mailing, obtained from Eesti Post, after which the list will be made public on KredEx website – www.kredex.ee/esk. Applications that can't be accepted will be returned to the applicants.

In 2007, KredEx and the Ministry of Economic Affairs and Communications signed an agreement on amendment of grants contract, on the basis of which 56.7 million kroons will be allocated to KredEx for distribution in the form of support for apartment buildings. Out of that sum 2.55 mln kroons will be spent on the grants for evaluation of construction works and for energy audit, 2 mln have been allocated for expert opinion grants on apartment buildings located in the areas of cultural and environmental value, 15 mln for reconstruction of apartment buildings restituted during the ownership reform. 37.165 mln kroons are allocated for reconstructing apartment buildings belonging to other target groups, out of which 22 mln kroons are intended to gratify the applications accepted on January 1st, 2007.

During the last submission of applications that took place on January 10th this year, apartment buildings submitted to KredEx 831 applications for reconstruction grants in the total sum of 44 million kroons. At the moment, the above-mentioned applications are being processed and presumably all the applicants will receive the decisions by the end of November at the latest.

KredEx has issued support for reconstruction of apartment buildings on the basis of the national housing development plan since year 2003. The aim of distributing grants is to provide help to modernize Estonian housing fund and renovate apartment buildings. Today approximately 70% of Estonian population live in apartment buildings. Most of those houses have been built during the Soviet times and have very low energy efficiency. Through proper renovations it is possible to turn the houses more energy efficient and thereby increase the quality of physical and social environment.
