According to the directive No. 250 of the Minister of Economic Affairs and Communications from 08.07.2008, there have been some changes in the instructions of the home grants for families with many children. More substantive changes are the following:

1. Step-parent has been added in the list of the members of the household.

2. Beside the loans from the credit institutions, the loans issued by the Foundations of the Tallinn Housing Foundation and the Tartu Housing Foundation are considered housing loans.

3. It is possible to apply for the coverage of cost-sharing (10-20%) from the local government budget, if the local government council has adopted the appropriate procedure on the coverage of cost-sharing.

4. As part of the additional documents for the application, the presentation of the local government recommendation letter is advisory.

5. In order to pay for the self-financing of the housing loan while applying for the grant, the decision of the credit institution concerning the issuing of the loan should be presented.
